    SHARP program uses technology to help thousands of litigants each year navigate the court system

    More than 4 million litigants in California don’t have an attorney, including 90% of tenants in eviction cases. At least one of the parties in 75% of civil cases and 90% of family law cases don’t have an attorney either.

     

    To help address this critical access to justice issue, courts use self-help centers to reach out to unrepresented litigants and help them navigate the legal system. Self-help center staff do not give legal advice or strategy, but rather they provide help with forms, procedures, and legal information to help people make informed decisions about their cases.

     

    And offering these self-help services remotely increases the courts’ reach and the number of people they can help.

     

    SHARP Program Reaches out Via Videoconference
    SHARP (Self Help Assistance and Referral Program) is a self-help center that provides assistance in the areas of family law, guardianships, evictions, small claims, name changes, and restraining orders. Started as a pilot program in 2005, the service currently has 4 locations in 3 counties (Butte, Lake, and Tehama) and helps more than 30,000 people each year.

    One of the program’s most successful remote services is the self-help classes it offers via videoconference three times per week. With the potential to seat 10 participants at each of its locations, one class can reach 40 people at a time. If needed and available, the centers can also provide interpreters for class participants who don’t speak English and otherwise wouldn’t be able to follow the presentation.

     

    In addition to its video classes, the SHARP program uses other methods to reach its users remotely, such as allowing users to ask questions via e-mail and phone.

    The Silicon Valley USPTO hosts an interactive question and answer session with the Trademark Assistance Center (TAC).  During this virtual meeting with TAC, participants will learn about the trademark registration process and be able to ask questions of experts through our video teleconferencing capability.  The Trademark Assistance Center, located in Alexandria, Virginia, provides general information about trademarks. 

     

    This event is intended for individuals with a beginning to intermediate level of knowledge of trademarks.  To get the most out of this event, we recommend participants view some of the informational videos regarding trademark registration (www.uspto.gov/trademark) before the session and prepare specific questions to ask the experts.

    Join us for a presentation and discussion on current and future developments of the Patent Cooperation Treaty (PCT).  Matthew Bryan, Director of the Patent Cooperation Treaty (PCT) Legal Division at World Intellectual Property Organization (WIPO), will present and lead a discussion aimed at experienced PCT users. He will provide an update on the current status of the system, its recent developments, and future directions.

     

    About the presenter:
    Matthew Bryan has served as Director of the Patent Cooperation Treaty (PCT) Legal Division at the World Intellectual Property Organization (WIPO) since 2004.  In his role, Mr. Bryan is in charge of providing legal and strategic advice on use of the PCT, PCT-related teaching and training, relations with PCT users, the PCT Infoline, the PCT portion of the WIPO website and the PCT legal and informational texts.

    As part of its Patents Education Curriculum, the Silicon Valley USPTO will host a two-hour workshop on patent searching. Learn to search databases used by patent examiners on the USPTO Universal Public Workstations (UPWS) which are publicly available at the regional office.  A supervisory patent examiner will instruct the attendees on the following:

    • What are the benefits of searching?
    • Where can you search?
    • When should you search?
    • How do you search using USPTO search tools?

    This session is designed for inventors, entrepreneurs, and those who have a beginning to intermediate knowledge of patents and would like to learn more about patent searching.

     

    If you do not already have a UPWS login account which are valid for one year, please arrive approximately 30 minutes before the workshop to register for one.  Most of the class will be lecture; however, you will have the opportunity to practice on our Universal Public Workstations during the last 30-45 minutes. We have limited availability for the workstations so you may want to allow extra time after class to use a workstation. This event and UPWS accounts are free and open to the public.
