Description:

 

We will cover pre-election litigation regarding issues like ballot designations for candidates, whether impartial analyses or ballot arguments involving initiatives or referenda are false or misleading, and pre-ballot challenges to the validity of a ballot measure.    We will discuss election contests, which occur after votes have been counted and one side alleges that enough illegal votes were counted to change the outcome of the election.  We will also cover libel suits over campaign materials and enforcement actions brought by the Fair Political Practices Commission or local ethics commissions regarding reporting requirements.  Finally, we will touch on issues involving redistricting at the state and local level.

James Harrison 

 

Partner at Remcho, Johansen & Purcell. Mr. Harrison has represented numerous state, local and federal candidates in connection with election law, campaign finance, and enforcement matters.  Mr. Harrison also advises public and private clients regarding compliance with the California Political Reform Act and public meeting and public record laws.  Mr. Harrison has represented numerous public officials and public agencies in conflict of interest matters, including the Department of Water Resources, the California Children & Families Commission, Monterey County, Stanislaus County, and the Alameda Unified School District.  In addition, Mr. Harrison has conducted ethics training seminars for the Governor’s Office, the Assembly, and other state and local agencies, and he advises clients regarding professional ethics

 

Robin Johansen

 

 Partner at Remcho, Johansen & Purcell. Ms. Johansen has represented numerous local governmental entities on a variety of public policy issues and has worked extensively on matters involving the initiative and referendum process at both the state and local levels, and on matters of redistricting.  She has also represented a broad range of clients, including the California Legislature, the State Superintendent of Public Instruction and the State Controller, in public policy, school finance and constitutional litigation in both state and federal courts.

 

Margaret Prinzing

 

 Partner at Remcho, Johansen & Purcell. Ms. Prinzing represents clients in litigation over election law, public policy, and constitutional issues, including defending the State Controller and Legislature against constitutional challenges to various state statutes, initiatives, and programs, and challenging budget decisions, statutes and regulations on behalf of individuals and organizations.  Ms. Prinzing also assists clients in drafting initiatives and advises clients on political and government law matters, such as state campaign finance and the initiative process.
